netCDF Linked Data and binary array linked data ontology #15

The netCDF SWG is developing an ontology for representing binary array data. They would like it registered in the OGC Definitions Server. This was presented at the OGC-NA session held during the 2019 TC meeting in Banff.

Discussion with @marqh and @rob-metalinkage today. @marqh will begin transferring the ontology to an opengis.net namespace, using the NamingAuthority repository. He will create a Pull Request when the draft ontology is ready for review.

@marqh Given that this issue has been addressed through the registration of the ontology, I will close the issue on July 1st, 2021.
