Register version 5 of CaLAThe #163

A new version of CaLAThe has been submitted for registration.

Currently all CaLAThe concepts have been placed under the 4.0 tree.

So the proposal is to place the CaLAThe5 concepts under a 5.0 tree, and then change the status of the CaLAThe4 concepts to 'superseded' with a reference to their CaLAThe5 replacement.

The proposed approach described above was discussed during the 2022-02-22 OGC Naming Authority meeting. There were no objections to the proposed approach.
