This candidate standard proposes use of the /rm/
segment to identify requirements modules, for example http://www.opengis.net/spec/ogcapi-common-2/1.0/rm/collection

A Requirements Module is defined as an "aggregate of requirements and recommendations of a specification against a single standardization target type" (OGC 08-131r3).
Clause 8.3 of the OGC-NA policy on Specification Elements suggests that the second step after the /req/

Use of the /rm/
segment appears to be a clearer way of distinguishing between a URI of a requirement and that of a requirements module.
