ETL for links from specs to schema resources #201

Explore options to link docs register entries and/or conformance class elements to http://schemas.opengis.net/ resources.

Note this may be a ETL with editing around anomalous patterns - or may require generating a list and doing some sort of matching process manually. (Is this a web app we could find or build for similar cases?)

We should be looking to normalise and automate this in the NamingAuthority procedures so maintenance does not require further intervention.

Note - Alejandro when he is assigned to project will perform linking, but Gobe first to identify existing policies procedures and share thoughts on such ETL processes.
