ObservationType is NOT samplingFeatureType #279

Somewhere in the def server ttl there’s an erroneous assertion that a samplingFeatureType isA observationType. This is incorrect, should please be fixed!

Amongst the results of a DESCRIBE <http://www.opengis.net/def/observationType> call there are the following triples.

They are the only triples that contain the word "sampling".

So the formal data simply states that the concepts are in the scheme named observation types. However, I agree that the presentation gives the impression of an is a relationship.

I think to fix the issue we could move the sampling feature type concepts into www.opengis.net/def/samplingFeatureType and that such a scheme should be disjoint from www.opengis.net/def/observationType. Does the O&M 2.0 standard say anything regarding the relationship between an Observation Type and a Sampling Feature Type?

Please note that we would need the SWG to approve, via a Motion, the proposed change.
