dcat:Dataset #39

to address the Specification ticket https://github.com/opengeospatial/netcdf-ld/issues/34 the addition of a type statement for bald:Container to include the type dcat:Dataset is required.

I have also noted some statements made on the definition of https://www.opengis.net/def/binary-array-ld which leaked from the previous implementation: dct:modified and owl:versionInfo which should not be included in the OGC NA publishing

we agree, this should be a subClassOf relation to dcat:Dataset

I have amended the turtle change, but not propagated this to the other content encodings, is this managed in an automated fashion?
