https://opengeospatial.github.io/ELFIE/contexts/elfie-2/elf-data.jsonld is superfluous and contains some things that were ruled out in subsequent work.

Some properties need to be moved to elf-index. This may prompt a bit more of a refactor, but should be able to keep it minimal and make more major changes later?
