I find flipping between URI-14 and NIR make the document hard to follow

The document is quite enjoyable to read - good work ! - , and the fact that I still had to comment some of the finer points of NIR/MIR/DIR supports your point made often in the report that work is still needed to resolve this.

I labelled my comments in the document as (EB: some comment) so you can easily spot them In one or two places, I made direct edits directly, so can spot them with diff

I truely like the concept of in-band and out-of-band.. if there is any useful concept that came from this IE, it's one.

Thanks Eric -- I've got a few deadlines middle of next week but will reconcile these late next week. We are on for a review by the Geosemantics DWG at the next TC -- so the three week rule 14 September 2020 applies.
