Create rudimentary OWL ontologies for HY_Features, GWML2, and GeoSciML #18

FeatureTypes and featuretype-relations only. Work with Boyan, Eric, and Sylvain to determine what parts of GWML2 and GeoSciML aren't required. Work with Dave if questions come up about HY_Features.
