Bring ELFIE/SELFIE content into a unified space. #44

We should build a plan to update the ELFIE content to reflect the updates and additions that are SELFIE.

Let's continue to bring content (for SELFIE) together under https://github.com/opengeospatial/SELFIE/tree/master/docs as we have been but to not use the root of the SELFIE github.io.

I will check in a change to the SELFIE github.io root that points to the ELFIE github.io root and we can link to the content being assembled here from there.

This will result in a little bit of burden to cross link our documents between the two spaces, and we could possibly migrate content to the ELFIE repository once we are all done, but I think it is going to be much cleaner to stick to one repository for this work and modify the existing ELFIE repository sparingly.

ELFIE github.io root is now in reference to draft content in SELFIE github.io. We will work this forward in a unified way.
