Register Countdown as a Temporal CRS #101

Everyone is familiar with a space rocket launch: "T-10, 9, 8, ... 2, 1, 0, liftoff...". Also familiar is the 'CountUp' or timing to "D Day": "D-2, D-1, D Day, D+1, D+2, ...". Another example is the labelling of weather forecasts: "T+72" for a 3 day forecast, assuming the units of measure are hours. More pedantically, that label could be "H+72" or "hh+72" or even "hhh+072".

All three examples are special cases of a Temporal Coordinate Reference System, where the epoch is the significant 'zero' time or day, the unit of measure is the second, day or hour respectively, and the direction of the axis is increasing or decreasing depending on the example.

I propose such a TCRS be registered with the OGC NAming Authority.

@cmheazel @ghobona for your info.
