Update draft Best Practice #104

The 10 year-old 'brain dump' that is labelled on this repo as BP V0.3 will be updated with some simple typo changes to V0.4 and converted from MS Word to AsciiDoc. Then the place holders need filling in and references to the Abstract Conceptual Model for Time made.

A draft workplan is in the Wiki .

Progress report: V0.4, with mainly editorial changes from V0.3, has been created in AsciiDoc. There is now a Pull Request in progress to remove material that is in OGC 23-049r1 Abstract Topic 26 [??] Conceptual Model for Time.
