Review Kathleen Ski's issue and graphic #10

My recollection is that Kathleen indicated that the guidance on how CDB Zones related to the actual file name descriptors wasn't clear, and that it had caused errors to be generated in some toolsets. I think she developed the first version of her graphic to try to make it more clear, and in the CDB SWG meeting we decided to show both N and S hemispheres and 0 longitude 'going East' and 180 longitude 'going West'. There is some argument that this is covered in the standard by multiple statements that CDB Zones are like DTED Zones, except for the special treatment at the poles in CDB. The best place I could find in the core document to potentially put Kathleen's graphic is right after 3.6.2.2.1 - which is Line 1649 or so in clause_8_CDB_Structure.adoc in Volume 1.

I managed to insert the documents, but I don't understand the significance of the ASCII doc markup:

So I made something up - currently lines 1652 and 1656. If that anchor tag needs to be different for these two figures, someone who knows what they are doing should make it right, please. Also note this will generate new Figure numbers downstream; will likely update/upset all kinds of other counters. I also just copied the image anchoring numbers from a previous figure, and I'm not entirely certain I didn't somehow screw up the formatting for the Figure title/caption, so all of that deserves a look by a real editor.

Carl, the comments are resolved and this Pull Request is ready to be merged. Out of an abundance of caution, I will wait until you have looked at it and then any of us can do the merge, and once that happens, it should end up in the 1.2 HTML and PDF conversions for Volume 1 after the next daily conversions happen.
