Namespace of specification elements in CDB 1.1 mentions version 1.0 #11

Section 1.4.1 declares the namespace of specification elements as http://www.opengis.net/spec/cdb/1.0/core/, however it should be http://www.opengis.net/spec/cdb/1.1/core/

Need to discuss - this is actually an OGC wide issue. If a requirement does not change between minor revisions, does the number need to change in the URI? From a CDB perspective, we are talking of changing hundreds of requirements. Very time consuming. I do not have the hours to make all those changes - especially if we need to update 1.1 URIs to 1.1 an then go and change URIs to show 1.2 for version 1.2. I am not sure if there is a specific policy somewhere - maybe buried in the OGC-NA policies.
