remove SECURITY CONSIDERATIONS
Move TERMS, DEFINITIONS AND ABBREVIATED TERMS next to table of content
all figures and tables should have a caption

Nils, I could be wrong but the SECURITY CONSIDERATIONS section is required, even if there is nothing to report. It is embedded in the format of the doc. I'm happy to check with Greg if you want to but I'm almost sure.

Just to be 100% sure: do you want to have the "TERMS, DEFINITIONS AND ABBREVIATED TERMS" after the table with the figures, before the "EXECUTIVE SUMMARY"

All figures and tables now have a caption
