Describe the bug XML schema compilation fails when ets-gml32 is called from another test suite. See https://github.com/opengeospatial/ets-wfs20/issues/251

To Reproduce Steps to reproduce the behavior: Run WFS 2.0 test suite with current snapshot of ets-gml32 (3.1-SNAPSHOT) XML schema compilation fails, causing subsequent errors

Expected behavior XML schema compilation is successful
