The crs property should be moved out of the Core ETS package

Requirement /req/core/crs84 states that "Unless the client explicitly requests a different coordinate reference system, all spatial geometries SHALL be in the CRS84 (WGS 84 longitude/latitude) coordinate reference system for geometries without height information and CRS84h (WGS 84 longitude/latitude plus ellipsoidal height) for geometries with height information.".

The requirement does not imply that the crs property should be mandatory in the Collection metadata.

Therefore the check for CRS84 through the crs property should be moved out of the Core ETS package.

Closing this issue because:

• Requirement A.46 G, which is in the Collections Requirements Class, states that "Every Collection within a collections array MUST have a crs parameter which must comply with the requirement /req/edr/rc-crs."
• The Collections Requirements Class is mandatory, as stated in Clause 2.1.
