Implement WMS 1.3 NSG Profile test suite

Existing code was prepared and merged into the master branch of this repository. The duplicated DGIWG test classes was removed and the ETS DGIWG dependencies included instead. Changes on the DGIWG test classes are separated in the branch implementationOfNsgProfile-1 and can be compared with the current master branch: https://github.com/opengeospatial/ets-wms13-dgiwg/compare/implementationOfNsgProfile-1

Docker mvn module was added with pull request https://github.com/opengeospatial/teamengine-docker/pull/16

TODOs:

• Changes on ETS DGIWG must be verified and merged if applicable
• Certification hint is not yes/no although the basic conformance classes are configured (see #3)
• ETS WMS 1.3 is not integrated yet (#5)

Test

Start Docker container [1]. Execute test suite via Web Browser Interface. -> All tests are run and report is shown.
