URL prefixes that end in '&' are not supported #58

The wmts:Server.KVP.GET.GetCapabilities.Response.OnlineResource test only accepts URL prefixes that end with '?'. However, the OWS Common Implementation Specification (OGC 06-121r3), section 11.2, states "an HTTP GET URL prefix always ends either a question mark '?' or an ampersand '&'".
