Not able to exercise Q8 Conservation area query - Janus #28

When Client J exercised Q8 no data is returned

Client E was also not able to find any data in Sprint 2:  0 entries under PuertoRicoVector: CONSERVATION_AREA_S

Client J reported in Sprint 2: Conservation areas did not return valid geometry. Some layers such as heliports and trails seemed to be incomplete in terms of the data available.
