The question for raster data provided a suggestion for bbox and a scale. Suggest to revise the question.

The extent of the image returned should contain the following BBOX: EPSG 4326: - 66.347, 17.930, -66.202, 18.026
It was hard to get the full extent of the bounding box on a laptop screen.
Client A comment:
Preset scales did not align with all scales requested and it was not clear how to manually set the scale at this time. Recommend coordination with Client A for guidance on this capability.
Client B comment:
Process to attain extent on Client EUD was as follows: Posted ingestion of data, using the location adder (point icon) on main ATAK map screen. Select any of the 4 types of points to add and zoom out to full extent to see entire GeoPackage. Zoomed to each corner and then accessed each point. Upon selection of the point a "wheel", selected notepad ICON. Selected coordinate box of the point and a popup window appears where you can input coordinates and DD to change from MGRS to Decimal degrees. Hitting "ok" enters the point at those entered coordinates to bound the GeoPackage at full extent. This process was implemented for each extent in the following Scale efforts.
It was not clear how to zoom to a specific extent using the Client EUD tools and this method allowed us to capture the extents within the GP ingested.
Client F comment:
Client doesn't have user interface to scale or the ability to set a specific lat/long extent.
unable to easily set the exact parameters requested
We also wonder about the actual value as the pixel size is not explicit in this request so that a comparable image could be generated (a mm/pixel value is also needed).
Client J Comment:
The scale extents did not seem to coincide with the lat, long bbox extents. The first 3 zoom level / extents were almost exactly the same and only the 4th zoom level showed significantly more detail.
Client J t does not have a scale selector. The user can set the zoom level for the reader. The user can also set the extents for any given query. In the case of this test an arbitrary zoom level was chosen to approximate the level of detail needed for any given scale / bbox. For example, for the last test examples of the bbox (EPSG 4326: - 66.347, 17.930, -66.202, 18.026), scale 1:25K were provided using zoom level 7 and 8. Note that 1:25k is typically about 1km = 4cm. So the actual scale of this image depends on the size of the user interface frame and the monitor it is displayed on. The vertical distance was about 10 km (0.1 degrees) so you would need a monitor about 40cm tall to display this image in true 1:25000.
The tileset data extent did not seem to provide data for the southern 10% and western 5% edges of the extents corresponding to BBOX: EPSG 4326: - 68.0, 17.0, -65.1, 19.0
