Some clients have a predefined categories for scale #36

Raster questions asked for different zoom scales. For example: Scale: 1:900,000 and Scale: 1:25,000. Some clients do not support these exact zoom scales. We might need to update the question.

Comment from Client A

Additionally, there is no 1:900,000 scale. The closest that we captured above is 1:1,000,000. Likewise, there is no 1: 25,000. The closest that we captured above is 1:20,000.
