Orion shows just a portion of the test area and data, but with higher-res imagery #66

It seems like this provider has foregone the tests in order to show higher-resolution satellite imagery and elevation in just the northwestern corner of Puerto Rico. The vector data is also limited to this area, so almost all of the vector tests return no results.

I had the same issue- western quarter of the island only. Vector data returned no response on the app query and it caused my .NET app to crash.

@tsmedley-kh06 I didn't see QGIS 2.18 crash. Does your .NET app support elevation extension data?

There are problems with schema described in a few earlier issues, caught by the ETS. I'd like this issue to focus on why this gpkg doesn't cover the whole area required by the consumer tests. It would probably be a huge file given their resolution, but it would be cool to see.
