This PR completes first drafts of sections 7 and 8 of the Charter.

I'm pretty sure that charter members of a SWG charter should be OGC members. I've tried to confirm this by reading the TC policies and procedures but could not find a definitive answer. @ogcscotts ?

It says in the charter boilerplate that SWG members need to be members by their first meeting. A charter member beyond the first 3 would need to do the same, I believe.

In my case, my institution has just this month applied for renewing our OGC membership. If every member writing on this charter needs to be from an OGC member institution, how can this be proven? By being listed on the OGC homepage?
