Remove completely mention of IntergraphMatrixTag #57

We mention IntergraphMatrixTag as deprecated, but it was already deprecated in 1995 (was mentionned to be valid in the Revision 0.2 or before), and there is no clear specification of its content, especially in the case when there are 17 values. I don't see the value of having it mentioned at all, since it is probably no loger found in the wild (and if found, not interpreted by most implementations), and we cannot write good conformance tests for it

This tag is apparently dating from version 0.2 (and redundant with widely used GeoTIFF tags) and no instance of it is (to our knowledge) available. Presumably it is time to clean this poorly specified tag in this revision. Any objection ? @MaxMartinez could you please check this? (If necessary we may keep it and just deprecate it).

If you are clearing up obsolete tags, then you might additionally consider eliminating the references to key values for obsolete EPSG/POSC codes too. As far as I am aware, these EPSG/POSC codes were only used in GeoTIFF v0.x. See (i) in the EPSG coding of objects section of Annex B.5.4 in my re-written "GeoTIFF 2018-12-18 RL annex CRS edits.docx" under issue #52 for description of these codes. Removing reference to them would change the clause 7 Model CRS .obsolete requirements to .reserved.

I do not foresee any issue with either of these actions (complete removal of mention of IntergraphMatrixTag, complete removal of mention of obsolete EPSG/POSC codes).
