Charter update #87

Merge contents of the Charter-update branch into Master. This is a significant re-write of the draft Charter.

GeoTIFF being a TIFF format extension, and due to previous discussion on open issues, recommend adjuting • GeoTIFF 2.0 – alignment of geodetic sections with AS Topic 2 and potentially other encoding of Geodetic parameters (such as WKT), possibly other geospatial requirements • bigTIFF support • GeoTIFF / LAS harmonization • Potential support for data cubes (this might not be based on TIFF – in this case there might be a need for another naming of the SWG) ??? LAst item being probably an open door to a big topic of discussion
