OGC API - Records conformance classes for profiles of ISO 19115 #117

OGC API - Records is being designed to support different metadata encodings and schemas.

Support for the encodings is specified in Conformance Classes, making it possible for implementations to declare which Conformance Class they implement.

It would be great to see some prototyping of Conformance Classes for:

The Conformance Classes could be specified as Part n extensions of OGC API - Records.
