Given that a Portrayal Registry has some functionality that is out of scope of OGC API - Styles, and vice versa, there is a need to document the relationship between the two specifications (OGC API - Styles and the DGIWG Portrayal Registry spec) and to clarify how they complement each other.
The OWS-9 testbed demonstrated an implementation of a Portrayal Registry, built using CSW-ebRIM. The findings from that testbed are documented in OGC® OWS-9 Architecture - Registry Engineering Report.

Note that IHO also has a Portrayal Registry.
So an IP initiative could experiment with different architectural approaches to show how OGC API - Styles could work alongside Portrayal Registries.
