The WMS.SWG is preparing an standard about the TileMatrixSet concept. this is useful for WMTS GeoPackage and MapML. The new thing is a list of some TileMatrixSets that can be common for several global applications. It includes a previous internal NGA work about it.

We need to ensure that the tables describing the tilematrixset are ok and several vendors are able to implement them with no issues and can comply with the NGA recomendations and the tilematrixset at the same time. In addition, other global tilematrixset could emerge from this work.
