Technological coordination for the Global Framework for Climate Services #66

The Global Framework for Climate Services (GFCS) is a World Meteorological Organization framework that "enables the development and application of climate services to assist decision-making at all levels in support of addressing climate-related risks."

There are five broad areas of interest covered by GFCS, namely:

Exemplary projects within these categories are showcased by the GFCS, but with a focus on the outcomes rather than the technology underlying these projects. In fact, the consensus on the goals of the GFCS does not seem to be matched with a similar consensus on the standards and technologies to achieve them. Given the substantial efforts deployed by individual countries to modernize their monitoring and forecasting infrastructures, improve user services and foster capacity building, I believe there would be important benefits to more coordination on the technical aspects.

It's not clear to me how to articulate this in the context of OGC's Testbed. A demonstration project involving multiple countries (at various levels of development) and including examples each of the five areas listed above could possibly help national met agencies realize the potential of standards.
