Update Clause IV with new location of GitHub repository #7

Now that the I3S repository is in the opengeospatial organisation on GitHub, I suggest updating Clause IV to also mention the https://github.com/opengeospatial/ogc-i3s-community-standard repository.

If the intention is to maintain both repositories in Esri and opengeospatial organisations, then the clause should clarify the role of each repository so that contributors know which one to contribute to.
