Research origin of bbox and extent concepts #261

Neither bounding box nor extent are new concepts. Research the origin of these concepts and validate that we are consistent with the prior art. Document this history in the Users Guide.

Initial suspects are ISO 19115 and 19107.

Carl Reed and John Herring have provided us with some history. This is not needed for API-Common Part 2 so this issue will be allocated to the Users Guide.
