Where should we reference the Users Guide #268

API Common has a companion users guide. The purpose of the users guide is to provide additional information about a topic in one of the standards. This allows us to keep the informative text in the standards at a minimum while providing detailed non-normative supporting information that may be of use the reader.

[x] Part 1 - Section 7.1 - provide a more detailed background on Web Services vs Web APIs and how they can be used together.

There are currently 10 references from Part 1 to sections of the Users Guide. Others can be added as identified. Note: that doesn't mean that the sections in the Users Guide actually exist :)
