General Requirements Conformance Class #271

Both API - Common Parts 1 and 2 include a set of general requirements which are applicable to all OGC Web API standards. These requirements could be broken out in a separate conformance class. This may be desirable in light of the modular API discussion at the last Open OAB meeting.

Question: should we move the General Requirements into their own Conformance Class?

July 19 - re-structure Part 1 with the General requirements as a separate conformance class.

Note: The general requirements are defined in the Core requirements class of Part 1. Conformance with the Part 1 Core requirements class is recommended in Part 2 but not required.
