Modularized Part 2 #275

General requirements are now API-Part 1 Core requirements class. this RC is reverenced but not included in the standard. The query parameter requirements are packaged in requirements modules. These modules can be imported into any OGC API Standard. Modifications to Part 2 are in the Modular-Example branch.
