Submitters for Part 2 #309

As pointed out by @cnreediii, there are currently only 2 submitters in Part 2.

Please add myself as a submitter.

It might be worth reaching out directly to submitters of Part 1 (#121) as well.

I am not sure OGC staff can be listed as a submitter. Staff can be editors and contributors.

@cnreediii So far the list of submitters proposed is Chuck Heazel, Peter Vretanos, Jerome St-Louis and Chris Little.
