Testable Recommendations #312

API Common Part 2 includes recommendations that requirements classes defined in other standards be implemented. These recommendations should be testable. Is is sufficient to say

If an implementation advertises support for conformance class xyz then that implementation shall pass the conformance test for conformance class xyz?
