Remove the `general` folder that is at the top level #317

Pull Request https://github.com/opengeospatial/ogcapi-common/pull/316 contains changes that convert OGC API - Common - Part 1 to metanorma asciidoc.

Please note that I had to place a copy of the general folder inside the core folder.

Consequently, I propose to remove the general folder that is at the top level i.e. https://github.com/opengeospatial/ogcapi-common/tree/master/general
