Align to future SOSA/SSN SystemKind approach? #33

There are discussions in the SOSA/SSN WG about introducing new classes to hold system specifications. The new classes would be SystemKind, SensorKind, ActuatorKind, and SamplerKind.

These would be separate from Procedure that we are using now. Procedure would only be used to describe the methodology used to produce an observation.
