Reused API Modules #114

One of our goals with the API standards is to make them easy for developers to use.

API-Coverages reuses modules defined in API-Common. The API-Coverages standard identifies those modules and describes how they should be used in a coverage API. But, does the standard provide enough information? Is it effective in the way it presents that information? How can we do it better?
