No Abstract Test Suite (ATS) #130

The OAPI-Coverages specification still lacks an ATS, which is mandatory for adoption I believe.

The ATS is usually not completed until the requirements have stabilized. This avoids discrepancies between requirements and tests. Keep this issue open as a reminder to generate an ATS when we are ready to do so.
