Modular poc #149

Aligns API-Coverages with API-Common Parts 1 and 2. Removes content that was duplicated from API-Common.
Replaces that content with requirements and recommendations to conform to API-Common conformance classes. Begins work on adding Requirements Modules to API-Coverages.
