Meeting 2021-10-11: Move "sorting" and "q" each to new parts of OGC API Features. We will start the process, if OGC API Records agree in their next meeting.

Meeting 2023-06-19: @pvretano will start Part 6 and 7 for the two new parts. We will stick to the AsciiDoc templates for now. Metanorma conversion can happen later.
