Search devices function #409

quantum computing services offer multiple hardware devices behind an API. https://docs.aws.amazon.com/braket/latest/APIReference/API_SearchDevices.html Sitting another level above processes will enable selection of device and then job (could be expanded to include device and region for soverign processing).
