Links should be mandatory in Record Core specification #201

Link section is listed optional in https://github.com/opengeospatial/ogcapi-records/blame/master/core/standard/clause_7_record.adoc#L62

At the same time, https://github.com/opengeospatial/ogcapi-records/blob/master/core/standard/requirements/record-core/REQ_record-links.adoc requires a self link to be present.

I propose we make links mandatory in clause 7.
