Remove duplicate/copied requirements/recommendations from OGC API Features Part 1. #233

For the API clause, remove duplicate/copied requirements from OGC API - Features - Part 1. Instead include a dependency to Features Part 1 and only include records-specific requirements/recommendations.

Closes #223.
