Additional properties in the local resource catalogue .... #251

Need to add more language in this conformance class that indicates that impementor are encourages to enhance the information content of the local resources object with additional properties that are suitable for their requirements ... similar to the recommendation/permission we have in the records core conformance class.

There is already text in the local resource clause about this ... see https://docs.ogc.org/DRAFTS/20-004.html#_additional_properties.
