Make sorting a separate requirements(?) class and reference it in core. #62

Since sorting is a potential "building" block it might be better to document it as a separate requirements (or conformance class .... can never get those straight) and then reference it normatively in the core. This way, it will be easier to (a) reference from other specifications like Features and (b) eventually move it up to common.

07-DEC-2020: This would help the STAC people when we align the building block. There was also a discussion about conformance classes, requirements classes, etc.
