Original PubSub Charter #1

The OGC Portal does not seem to have a copy of the original PubSub Standard Working Group Charter. We need a copy on this repo so we can revise.

The PubSub SWG Draft Charter has been populated with content from the 2010 Charter. Word, PDF, and HTML renderings have been generated. This version has been built on the current OGC template.

That version of the Charter is R3. There is a later Version R4, but only with a couple of extra Charter Members, so we can close this issue.
