Create release which is pushed to Docker Hub

Image with all test suites of TEAM Engine Beta and Production shall be pushed to Docker Hub.

Currently, both images are already pushed to Docker Hub.

However, a release is not created so far (latest tag is always overwritten).

Meeting between @ghobona and @dstenger:

• Proposed tag pattern: yyyy-mm-dd (e.g. 2022-01-23)
• Tags shall be created on:
  • Docker Hub
  • GitHub
